1.NBT.B.2 Understand two-digit numbers as tens and ones

Understand that the two digits of a two-digit number represent amounts of tens and ones. Understand that 10 can be thought of as a bundle of ten ones; that the numbers 11 to 19 are a ten plus some ones; and that 10, 20, 30, and so on refer to a number of tens with zero ones.

Why water teaches this standard well

Students bundle ten single-cup counters into a group of ten as they tally ten days of rain-gauge readings, seeing that the tens digit tracks whole bundles and the ones digit tracks leftovers. This place-value grouping is exactly how larger water totals will later be organized in tables.
